BIN Controller Registration Programme

EMVCo has established a BIN Controller Identifier Registration (“BIN Controller ID” or “BCID”), which is a 4 character value assigned to a BIN Controller for purposes of Payment Account Reference (PAR) governance, with registration being maintained by EMVCo. The BIN Controller Identifier is included as the first 4 characters of PAR Data and uniquely identifies the BIN Controller responsible for the governance of PAR and ensuring uniqueness within the PAR ecosystem governed by that BIN Controller. The BIN Controller Identifier is intended to provide transparency of the BIN Controller that governs PAR for those BINs that are under its span of control. EMVCo does not evaluate, approve, or otherwise endorse BIN Controllers. EMVCo solely maintains a list of BIN Controllers.

The Approval Process

1 of 8 Step 1 Complete Registration Form and Agreement.

BIN Controller Applicant completes EMVCo BIN Controller Identifier Registration Request Form and signs the EMVCo BIN Controller Identifier Registration Agreement.

2 of 8 Step 2 Agreement Countersigned

EMVCo countersigns the EMVCo BIN Controller Identifier Registration Agreement and a copy is sent to the Applicant, which includes the EMVCo BIN Controller Identifier Registration Request Form.

3 of 8 Step 3 Prerequisites

BIN Controller Applicant provides documentation defined in the Prerequisites.

4 of 8 Step 4 Additional Information

EMVCo reviews the EMVCo BIN Controller Identifier Registration Request Form and requests any additional information (if required).

5 of 8 Step 5 Approve / Reject

At the end of the review, EMVCo will approve or reject the registration request.

6 of 8 Step 6 Invoice

If approved, EMVCo invoices the BIN Controller Applicant.

7 of 8 Step 7 Payment

The Applicant must pay the invoice in full.

8 of 8 Step 8 ID Registration Issuance

Upon payment of the invoice, EMVCo countersigns the EMVCo BIN Controller Identifier Registration Request Form (a further copy is sent to the Registrant) and issues a Letter of Registration, which includes a BIN Controller Identifier that is listed on the EMVCo website.

Prerequisites

A BIN Controller Applicant must be able to provide documentation that it is an ISO/IEC Standard 7812 defined Card Scheme Blockholder or Card Issuer with Issuer Identification Number(s) assigned to it directly by ISO for purposes of issuing Primary Account Numbers (PANs). For the purpose of clarity, sub-licensees or assignees of Card Scheme Blockholders are not BIN Controllers.

Upon completion of the Registration Form, EMVCo will e-mail the main contact provided on the Registration Form to request a copy of the relevant part of the Issuer Identification Number (IIN) assignment agreement showing the IINs (also known as Bank Identification Numbers [BINs]) assigned to the BIN Controller Applicant and the name of the BIN Controller Applicant by the Registration Authority for the ISO/IEC 7812 standard. The application will not proceed until this has been received by EMVCo.

Fee Structure

Registration fees are charged by EMVCo to cover the administrative expense incurred by EMVCo in managing the BIN Controller Identifier registration process. This process includes, but is not limited to:

Review of registration and BIN Controller Applicant submission
Publication of the BIN Controller Identifier list
Maintenance of the BIN Controller Identifiers list
Management of BIN Controller Identifier registration process and enquiries
Updates to the BIN Controller Identifier registration process

The following one-time registration fee shall be paid to EMVCo by the BIN Controller Applicant:

$10,000 (Ten Thousand USD) for approving the initial application and issuing the BIN Controller Identifier. The fee is non-refundable except in limited circumstances
Note: The Registration is initially for a period of one year which then automatically renews each year. There is no fee associated with this renewal.
